Representative Assembly

The Representative Assembly of the Vermailian Confederacy consisted of exactly 18,422 members, one from each confederate zone. Naturally, when it was formed in s.y.v.p. 2391, there were only a little over two thousand such zones, prompting them to be split into the requisite 18,422. There was only one actual explicit power in its charter, that being the power to declare war, but the assembly successfully wrested two more powers from the regional governments: the power to publish their declarations of war, and the power to declare a war ended.

The former, of course, was necessary in order for their enemies to know that war was coming. The latter, however, spelled out an interesting problem. Normally, wars needed both sides to agree on a peace treaty in order for it to end; here, the Representative Assembly had the unilateral power to do so. After the successful declaration of war and the subsequent publishing that led to the first Unitarial Flanking maneuver, the Assembly declared peace, and the war was over.

Some Vermailians have voiced suspicions that the Assembly does in fact send envoys in secret to negotiate peace and only after treaties are signed then declare peace. Those dissidents have usually been swiftly dealt with to maintain order.
